Premier Tower almost complete
Redefining the Melbourne CBD skyline with its unique curve and ‘wave-like’ stature, global construction company Multiplex is nearing completion on Fragrance Group’s $315 million Premier Tower, a 79-level luxury mixed-use high-rise building located on the corner of Spencer and Bourke Streets.
Standing proudly 246 metres above street level, Premier Tower offers sweeping panoramic views of Melbourne’s CBD and surrounds and comprises a mix of apartments and hotel accommodation. When completed, the project will consist of a sixlevel podium with 172 hotel rooms and guest facilities including an exclusive luxury pool, lounge, restaurant and bar. Above the podium, Premier Tower will comprise a total of 795 premium apartments in a range of stylish one, two and three-bedroom configurations.
Designed by high-profile architects Elenberg Fraser, the high-rise tower boasts a wave-shaped exterior with the curved design a building technique to help conserve energy.Residents will have access to exceptional, modern facilities including an indoor heated pool, sauna, gymnasiums, barbeque areas and private dining facilities. Notably, residents living on level 48 and above will also have the luxury of becoming ‘Premier Club’ members.
‘Premier Club’ allows for exclusive access to boutique, one-of-a-kind entertainment amenities including virtual golf, karaoke, theatre rooms and casino-like billiards/poker rooms.Upon completion, residents will also be able to enjoy premium concierge services, secure underground parking and immediate access to Southern Cross Station across the road.

Quickly becoming a new icon of the Melbourne skyline, the tower’s distinctive design posed plenty of construction challenges – from changing floor plates to cantilevered slabs. Throughout construction, Multiplex had to develop and implement many innovative techniques to provide added protection to the public and the busy CBD intersection as construction progressed above, including the use of the customised retractable cantilevered protection deck at the top of the podium.
As Construction Manager Alex Lucantonio explains, the deck had to be developed specifically for the site due to its busy location above Bourke and Spencer Street in Melbourne’s CBD. “With a live tram network located directly below the site, including a web of catenary lines to power the trams, it wasn’t possible to construct a typical deck,” he said. “Instead, an innovative retractable deck was developed, allowing it to be constructed within the site boundary before being rolled out to cantilever more than seven metres over the streets below.”

This innovative safety deck has now been removed as the external structure reaches completion. Work on the project has currently spanned around four years, and according to Multiplex, over 1,000 people at any one time worked on site throughout construction. Singapore-based Fragrance Group has extensive experience delivering high-end residential and commercial real estate projects throughout Asia, Australia and Europe.
Multiplex has extensive experience building luxury highrise residential developments in Melbourne. The global contractor has recently completed the $800 million 50-storey Capitol Grand, Hengyi Pacific’s $350 million 71-level Swanston Central in Carlton, and most recently Central Equity’s new $470 million Melbourne Grand in the CBD.
Other high-rise residential projects currently under construction in Melbourne by Multiplex include the $97 million apartment tower, Paragon and the Southern Hemisphere’s tallest new super high-rise residential tower, Australia 108.
